Authority as you feel is derived from auctoritas that is a Latin word meaning advice, influence, command, invention or opinion. It has different meaning in English which defines that it can be used to signify power that is given by the state (in in the form of judges, police officers and members of parliament, etc.), having knowledge related to academics of a particular area.
In government terms, authority it is seen as a parallel with “power”. Both has different meanings that states “power” is something that influences others to change his or her mind to do something that they do not want or not have done, while “authority” refers to that supremacy of having legitimate power and the right and justification to use that power. For instance, while a group of people has the power to punish a criminal, whereas some think that only a court of law can enforce that punishment.
